Some analytical statements:
1. Circles are regular, so we should exclude a non-controlled consequense of something
2. There's 2 circles of green and 4 more circles just like the other steppe. Seems that grey circles were green too.
3. Circles are are regular and connected to each other by border
4. There's a blue (water) tank 3-5 km to the South (and higher than circles)

So, an irrigated field is the best Occam hypothesis.
Why cannabis? What else can grow in a cold, high-mountain steppe (1500m above sea)?
