This San Borja street is a very well known spot for seafood restaurants. If you want to try a good 'ceviche' (fish cooked in lime juice) or any other succulent Peruvian dish for a very reasonable price (under US$10-15/meal), this is definitely the place to go. I personally recommend "El Molinero" or "Muellecito" restaurants.
