Solar Panals?

solar panels are usually black so as to collect light energy rather than reflect it.

No solar panels there...likely some sort of reflecting parabolic dish (antenna), judging by the flash of light on the image.

If you look around the complex there are several things that seem to reflect or look similar. Most likely a reflection off of a white or light colored surface, as they all tend to trail off in the same direction and, “flare in the same way.” The reflection or whatever it may be is doing the same thing on simalar angled surfaces.
